If you have an oily skin, please avoid cream foundations. A cream foundation will just slide on your skin and it’ll not blend well. It is recommended for you to use LIQUID foundations instead. If those don’t provide enough coverage, you can top them off with a powder foundation or a loose powder. I think that it’s better if you buy a liquid foundation with a good amount of coverage instead of building up two coverages from two different products. Your end goal is to look matte not cakey. However, if you have flawless skin but just want to get rid of the shine, you can skip the liquid foundation. Just get a powder that can prevent your face from becoming oily throughout the day.
